Dear Badal Sahib,

Referral of recruitment to the UPSC

Your move to refer critical Punjab posts to the Union Public Service Commission (UPSC) is highly regrettable.

By doing so you are undermining the Punjab Public Service Commission (PPSC).

It is very surprising that in your 4th term you are seeking to by-pass the PPSC, a key institution of state, that as Chief Minister you should be promoting and guiding.

This is in marked contrast to the view taken by you during your 3rd term when, with Ravi Sidhu as Chairman of the PPSC, you freely sanctioned the recruitment of key government posts, apparently oblivious to the substantial failings of the institution, not least the then Chairman’s own misdemeanors. Moreover, at the time you rejected all complaints about the questionable and objectionable working of the PPSC.

Now seeking to by-pass the PPSC, you are casting aspersions on its Chairman, members and officials, without making any effort to clarify to the people of Punjab your concerns and your justification of why your opinion of the PPSC this term is diametrically opposed to your opinion during your 3rd term.

Statute demarcates clearly between the functioning of the UPSC and its state level related bodies, like the PPSC. The UPSC has been constituted to select persons to the various Central Civil Services and posts and the services common to the Union and States, and therefore your referral of the proposed posts to the UPSC is an insult to this august commission.

I request you to explain to the people of Punjab why the current PPSC does not enjoy your confidence.
