CHANDIGARH: The Punjab Government today notified the Revised Policy to regularize unauthorized colonies/constructions/buildings in the unauthorized colonies for one time regularization. The revised policy would only approve the unapproved colonies/buildings constructed before April 1, 2013.

According to an Official Spokesperson, the Policy has been framed with the objectives including to bring all unauthorized colonies/buildings into planning framework and to regularize the development, facilitating implementation of Master Plan’s land uses, improving the circulation pattern of streets/roads, providing basic amenities to residents/plot holders of these area besides making provisions to compound offences made under the relevant acts.

The policy envisages compulsory application for regularization by developers of unauthorized colonies/owners of plots/buildings for compounding/regularization of layout/plots within 45 days of notification of this policy.

The colonies have been categorized into three groups including where 65 percent area has been sold, where 35 to 65 percent area has been sold and where less than 35 percent area has been sold. The composition fee for regularization of unauthorized colony constructed before 17-08-2007 would be 0.5 % of collector rate as on 01-04-2013 subject to minimum of Rs. 25000 and maximum of Rs. 1 lakh per acre. For unauthorized colonies constructed after 17-08-2007, the fee would be 2 % of collector rate subject to minimum of Rs. 1 lakh and maximum of Rs. 5 lakh per acre. To facilitate the public 10 % of total composition fee would be realized along with application, 15% within one month of application and 75 % in three equal six monthly installments along with 12% interest. A rebate of 5 % would be allowed if composition fee is paid in lump sum at the time of application. The new policy has slashed regularization charges especially for the small plot holders and poor giving major relief to all sections of the society.
