CHANDIGARH: Not learning any lesson from recent unearthed scam into Sarv Shiksha Abhiyaan, Punjab Government threw away instructions of Union Human Resource Ministry to form special district level committees to ensure transparency into expenditure of these funds.
Charging the above, leader of Opposition Sunil Jakhar said that A.K.Tiwari, Under Secretary HRD, in a letter to Project Director Sarv Shiksha Abhiyan, Mid Day meal and Rashtriya Madhymik Shiksha Abhiyan dated April 25,2013 wide No.F-1-2/2013-EE13, to monitor various schemes of Sarv Shiksha Abhiyan, Mid Day meal and Rashtriya Madhymik Shiksha Abhiyan, a district level committee be formed.
Committee would include area MP, MLAs, member of Zila Parishad and Municipal Committee as Member while Deputy Commissioner as Secretary, District Education Officer as Incharge beside a member from NGOs, involve into work of primary education, read the letter.
The Meeting should be headed by Member Parliament and mandatory to be convened once in a quarter, said Jakhar.
It’s matter of great irony that none of the elected public representative was even informed what to talk about formation of above pivotal committee in the wider interest of poor, lashed Jakhar.
Punjab Chief Minister, who never leave any opportunity say that to facilitate education to all is prime aim as well as Education Minister should clear their stand on non-formation of above committee, demanded Jakhar.
Terming the recent disclosed ‘book scam’ as tip of mere iceberg, Jakhar called for through probe into grants by Union HRD Minister of Rs.1837.76 crore provided to Punjab in last six years.
To eradicate illiteracy not in Punjab but in entire nation, Congress led UPA government is frequently releasing grant under Sarv Shiksha Abhiyan as and when demanded.
But no action against defaulters for making embezzlement into centre sponsored schemes by the SAD-BJP government, Union Government decided to form a committee comprising of elected public representatives to ensure no bungling into funds meant for the poor, Jakhar pointed out.
He also demanded earliest formation of above committees for the betterment of education system.
