CHANDIGARH: The online building plan approval system (OBPS) is successfully running in the urban local bodies (ULBs) of the state and nearly 4,000 building plans have been sanctioned on e-naksha portal while more than 8,800 files have been entered successfully in the system till date, said Punjab local bodies minister Navjot Singh Sidhu.

Sidhu said that about 1,600 architects and engineers have registered with the portal and are actively participating in the process. The minister reacted four days after HT reported the system was not in a proper working order, as the department was using manual methods for clearance of building plans.

Accepting the system is facing some teething problems, he said professionals, applicants and even the ULBs staff is satisfied with the system as it has advantages over the manual system.

Sidhu said as per the default design of the system, it takes maximum 2 days to scan drawings and generate report: “If the report is clear, the file moves to the sanctioning authority through various levels and e-naksha gets cleared. On an average, 60 files are being daily cleared by the online system. It takes 2-3 weeks to clear majority of the cases due to strict deadline given to the staff.” On pendency, he said 3% files are pending for more than one month, 3% are pending for less than 15 days and more than 7 days old are 7%. The minister said the system is being adopted by other departments too.
